The responsibility of the Assistant Treasurer is to assist the Treasurer and to assume the responsibilities of the Treasurer in his absence.

The Chairman of the MMB is responsible for the following:

a) Preside in all MMB meetings and ensure that the meetings are well organised and conducted in an effective manner;

b) Ensure that all MMB members share a common understanding of the mosque’s mission and vision as well as the mosque’s strategic plans;

c) Provide leadership and develop a cohesive MMB that is working together for the sole interest of the mosque and Muslim community; and

d) Provide direction to employees and committees formed by the MMB to ensure that activities, programmes and services of the mosque meet the strategic objectives of the mosque.

Individual MMB members have no special authority outside the MMB meetings. MMB members must ensure proper communications with mosque employees, volunteers and members of the public to avoid being misconstrued as exerting special authority over them. This applies when an MMB member is required to carry out specific duties as decided by the MMB.

The Secretary is responsible for the following:

a) Ensure that the MMB carries out its governance responsibilities and fiduciary duties effectively;

b) Ensure proper and complete keeping of records and documents of all correspondence of the MMB, including contracts, agreements, building plans, architectural drawing and minutes of meetings; and

c) Ensure that all manpower matters of the mosque comply with the requirements of the Mosque Human Resource Manual.

The Treasurer is responsible for the following:

a) Ensure that all financial activities of the mosque comply with the requirements of the Mosque Financial Regulation;

b) Ensure submission of monthly financial statements to the MMB for approval; and

c) Continuously assessing the adequacy of financial management and control at the mosque by –

(i) ensuring that employees always comply with the financial processes and procedures; and

(ii) carrying out surprise checks to ensure proper handling of cash.

The responsibility of the Vice-Chairman is to assist the Chairman and to assume the responsibilities of the Chairman in his absence. For example, if the Chairman is not available for the regular MMB meeting, the Vice Chairman should chair the meeting.
